Professional Background

I’m the founder of A Paige in Quality (APIQ) Consulting, built on over 12+ years leading and executing BD strategy, policy, and quality transformation across the U.S. healthcare system—from national health plans and IDNs to EHR vendors, data aggregators, and Medicaid agencies.

APIQ isn’t just another consulting firm. It reflects how I work: grounded in values, guided by evidence, and committed to measurable outcomes. I don’t just advise on quality frameworks—I embed quality in every engagement. My approach follows the Plan–Do–Study–Act (PDSA) cycle, so continuous improvement is built in from day one. Whether guiding or developing strategy, auditing data flows, or shaping market-facing messages, I  bring structure and intention to every phase. And don’t worry—the “Study” is on APIQ’s time and dime. You’ll never be billed for my commitment to improving how I serve you.

Professional Highlights include:

  • Strategic Liaison for the expansion of the Patient-Centered Medical Home (PCMH) model, working with multi-stakeholder collaboratives to evangelize and recruit hundreds of primary care practices and dozens of large independent delivery networks across the nation on the benefits of transforming into recognized PCMHs.
  • Created the first formal memo to outline the benefits and need to develop the NCQA Partner in Quality Program, designed to showcase the champion health plans that were investing in and rewarding practices for becoming PCMHs and making it easier for providers to know which plans were incentivising the model through Recognition.
  • Pioneered NCQA’s Prevalidation program, in response to the growing number of practices that were concerned about the rising costs associated with customizing their EHRs to generate PCHM Recognition reporting requirements while assisting in aligning vendors with NCQA standards to strategically place them as partners in advancing quality and reducing burdens for existing and prospective provider clients. The Prevalidation model was later extended to support the rollout and adoption of the Population Health Management Accreditation standards as well.
  • First Assistant Director of Business Development, helping establish NCQA’s first sales team under the first AVP of Business Development, training a new sales team, and driving millions in annual revenue across 14+ accreditation, certification, and recognition programs, building relationships with over 450 health plans, IDNs/ACOs, Community-Based-Organizations, and HIT vendors. Promoted to Director within 2 years.
  • SME and Early Adopter Program Lead for new product roll-outs for ACO Accreditation, PatientCentered Specialty Practice, and Connected Care Recognition Programs, as well as NCQA's first Population Health Program Accreditation and LTSS Accreditation programs. Department SME for Health Equity Accreditation, cross-functional product teams, and Early Adopter SME and early adopter champion for NCQA's first Data Aggregator Validation (DAV), guiding early adopters through complex data collection, aggregation, and reporting requirements, working closely with program developers and legal department leads. The DAV program provides a third-party evaluation of aggregated data for HEDIS® reporting, supporting more real-time, less labor-intensive reporting and building trust in the pipelines that inform clinical outcomes.
  • In 2021, I accepted a new role in Public Policy as the Director of State Affairs, gaining a front-row view of how states and the federal government embed quality into state quality strategies and the CFR. I remained connected to DAV at the HIE level while focusing on health equity, LTSS, and specialty pharmacy quality standards—leading efforts such as the adoption of Health Equity Accreditation to advance Arizona’s AHCCCS Health Equity Pilot, informing North Carolina’s Medicaid Transformation in their use of NCQA LTSS and Health Plan Accreditations across the state, and supporting NCQA's VP of Public Policy in shepharding California’s statewide adoption of Health Equity standards across multiple public and private health state agencies.

Some might say 12 years at one organization is narrow. I’d counter with breadth and invention: partnerships with 4 50+ organizations across the ecosystem—and 3 of my 4 promotions were into newly created roles. I thrive in complex, matrixed environments and love simplifying complex concepts to facilitate cross-functional team understanding. I have created hundreds of training and presentation decks and spoken at dozens of conferences to diverse audiences.

Renewed and rejuvenated, returning to my realization that "Data is King," I am in the midst of earning a 7-month  post-graduate Certification in AI/ML from UT Austin. I am on a mission to support clients in not only adopting trusted AI tools but also helping them ask the right questions of their data science teams. For smaller organizations, I intend to expand services to help them customize their own predictive and agentive AI models, tailored to their specific needs and business requirements.

My goal is to help healthcare organizations harness the future of digital healthcare by offering supplemental support services backed by informed human-acquired deep learning with quality measurement as the compass used to deliver them with excellence.

Personal Testimony

Delivering quality services—rooted in stillness, reflection, and purpose.

The Heart Behind APIQ

The years between serving as my father’s caregiver, losing him while halfway through my pregnancy at the start of the pandemic, and stepping away from a career I loved marked a profound turning point in my life. That chapter was filled with seismic change: grief, motherhood, and the demands of a high-profile healthcare leadership role that left little room to breathe. On the outside, I was excelling—earning promotions, leading transformative initiatives, and consistently meeting performance goals. But inside, I was at a breaking point. The decision to step away from my career wasn’t a luxury; it was an act of courage, faith, and survival.

Lake Artemesia in Greenbelt, Maryland, became my sanctuary during this time. In that sacred space, walking daily without AirPods or distractions, I began a journey of deep reflection and healing. I asked myself what I truly believed, who I was beyond titles and accomplishments, and who God was calling me to become. Those walks were more than exercise; they were an invitation from my Creator to slow down, to grieve, and to be remade.

In that quiet season, I poured my heart into writing a 320-page memoir, started my LLC, and hand-selected a small number of clients to serve. I immersed myself in books on leadership, identity, faith, and purpose, all while rebuilding my health and shedding over 45 pounds through diet and strength training. It was a radical recalibration: no meetings, no metrics, just God, family, and a new vision for what life could look like.

Just as I felt ready to edit and publish my memoir, life shifted again. I became a caregiver and patient advocate for my brother, who was diagnosed with a rare form of lung cancer—affecting fewer than 5% of patients globally—and passed away just seven months later. That season deepened my conviction that all my experiences, trials, and detours were working together for a greater purpose: to serve others with empathy, excellence, and clarity.

Lake Artemesia is still my sanctuary. It symbolizes courage, surrender, and rebirth. It’s where I chose to trust God’s leading and embrace a new calling as a woman, mother, wife, child of God, and healthcare leader. It’s why this story has a permanent place in APIQ’s narrative—it reflects not just my skills, but the heart behind this work.

The book I began in that season has grown into a series and will be published in God’s timing. For now, I am called to serve an industry I deeply love—helping organizations advance their mission to improve the quality of life and healthcare for all. Through APIQ Consulting, I’ve taken my years of experience in healthcare quality and policy and reframed them into a business built on authenticity, innovation, and a desire to see others thrive.

This is not just a business. It is the fruit of a journey that taught me that quality—whether in healthcare or in life—begins with intentionality, faith, and courage to pause, rebuild, and emerge stronger.

What This Means for My Work

At APIQ, I bring the same clarity and connection I discovered at the lake, combined with the strategic mindset that drove my professional growth at NCQA. Every project I undertake is rooted in purpose, not just performance excellence. The result? Strategies that stick, services that exceed expectations, and partnerships that matter.
